Preamble


Shri Tarun Gogoi, Hon’ble Chief Minister of Assam after assuming the power stressed the need for the districts to have a “Vision plan” for next five years envisaging main thrust and focus an “core  competency” of each district in order to:-

(a) Generate rural employment

(b) Develop physical infrastructure

          (c) Making Social Infrastructure functional and delivery system    effective.

Based on above, it has been thoroughly examined the possibility of generation of rural employment by exploiting the existing potentialities of Jorhat District by pooling the resources available at the   levels of individual, community and the Government. It has unfolded into both opportunities and challenges as well.

District Vision Plan for Jorhat:-

In the light of the Government’s thrust and Hon’ble Chief Minister, Shri Tarun Gogoi’s special focus to have a vision plan for the Jorhat, the following contents of vision have been devised for Jorhat District in the year 2001.

a)      Tourism

b)      Drinking Water

c)      Economic Activities

d)      Irrigation

e)      Health

f)      Roads & Connectivity

g)      Jorhat Town area

 

However, during the last 18 months it has been observed that there have been some practical problems in pursuing the same as there were some changes in the Government schemes. For instance, the Rajiv Gandhi Drinking Water Mission’s schemes have been changed to Swajaldhara.

Now, unlike in previous cases, a wide range of discussions have been taken place by involving the Departmental officers, leading citizens, elected representatives and opinion makers for finalizing the Vision Plan for the district.

          Similarly, an attempt has been made to analyse the strengths and weaknesses of the district by a SWOT analysis and the same is summarized as below:
